Strategic Mandate Agreements Ontario Colleges

With the new year, Ontario universities begin the final year of the second phase of the province`s strategic mandate agreement. This second phase, sMA2, will run from 2017 to 2020 and is part of a three-step process, which began with the implementation of Phase 1 (2014-2017). The initiative is supported by the Ministry of Advanced Education and Skills Development and has been agreed upon by 21 Ontario universities with the stated goal of “promoting student success and institutional excellence.” The agreements aim to “encourage institutions to cooperate with the government to help create a highly skilled workforce and to focus on cooperation and openness. They focus on each institution`s strengths in improving quality and results, as well as expected enrollment growth and financial sustainability. The presentation of niagara College`s ADM outlined our key priorities and objectives for the next three years. It directs our strategic plan toward provincial objectives and identifies the College`s current strengths, vision, mission and mandate. It also describes our history of supporting the unique needs of The Niagara Economy, being enterprising and innovative in our minds, creating strong sectoral links and offering responsive academic programs that support Niagara`s key industries. Strategic mandate agreements are an important part of the provincial government`s differentiation framework for post-secondary education, which aims to transform post-secondary education in Ontario by focusing and building the individual strengths of ontario`s colleges and universities. Following its first call for tenders in the fall of 2012 for ADM documents from every post-secondary institution in Ontario, the Province of Ontario recently requested brand new agreements showing how each institution`s current and planned activities contribute to the branches mentioned in a document entitled “Strengthening Centres of Creativity, Innovation and Knowledge.

A discussion paper on innovation to strengthen our university and university system.” The ADM also covers the registration profile and planning of the various institutions, as well as the metrics related to workload and faculty compensation, although these measures are not related to funding. It will also examine six components of each institution`s differentiation: on April 11, 2019, the Ontario government announced that the Ministry of Training, Colleges and Universities would implement the 2020-2025 Strategic Mandate Agreements (AMS3) and results-based funding. The ADM provides information; UWOFA is concerned about how the search for a university degree and the nuances of academic experience can be integrated into an interpretive algorithm. By working with such defined and immutable parameters, this data-based research sets a dangerous precedent in which a simple speadsheet error could transform government policy and funding.
