It is interesting to note that other Naga groups had previously signed a nine-point agreement — in June 1947 — known as Naga-Akbar Hyderi (then governor of Assam). Phizo refused. In 1951, Phizo claimed 99 percent support in a referendum for a “sovereign state of Naga.” Muivah reportedly hardened its stance on its own constitution and shared sovereignty, saying that if the Indian constitution prevails in the agreement, Nagaland`s special status could waste some time in the future. In 1960, a 16-point agreement was signed with the Naga People`s Convention. As a result, a separate state of Nagaland, strangely, was eliminated under the Ministry of Foreign Affairs. New Delhi: The Central Information Commission (CIC) has confirmed the decision of the government of the National Democratic Alliance (NDA) not to disclose documents relating to the 2015 framework peace agreement with the Naga rebels. At the commission hearing, the Ministry of the Interior stressed to the union that “there is a framework agreement, but that the final agreement has not yet been reached” and that “in such a situation, the disclosure of the content of the framework agreement would have a negative impact on future discourse with the various interest groups with which the Indian government is in talks”. On the other hand, the NSCN (K) has suffered severe blows on its organizational structure in recent years. Two of its Indian leaders, Khole and Kitovi, separated from the group and founded the NSCN (Khole-Kitovi) in 2011 in 2015.3 In 2015, a few days after the ceasefire was lifted by NSCN (K), two other high-level leaders (Wangting Naga and P. Tikhak) disagreed with Khaplang`s decision, were excluded from the group and formed the NCN (Reform). As a result, the NSCN (K) has lost much of its organizational structure and representative base within India.
In this context, the Naga agreement gives a new beginning of hope, since it was signed with the most powerful insurgent group, the NSCN (IM), which also showed tribal representation. The agreement, described as “historic” by Prime Minister Modi, was signed after more than 80 rounds of talks between the government and various interest groups, but the exact details of the deal were not disclosed. In a statement after the signing of the agreement, the government said it had recognized “the unique history, culture and position of the Nagas and their feelings and aspirations. The NSCN understood and appreciated India`s political system and governance. Muivah accused Ravi of undermining the Naga peace process by saying that the 2015 agreement implied the promise of shared sovereignty, the peace process is in shaken.
